What a film budget actually is

A film budget is not a single number. It is a structured estimate of every cost a production will incur, organised so that a financier, a line producer and a department head can each read the part that concerns them and agree it is real. The headline figure on the front page is only the summary. The document underneath is where a film is actually made or lost.

Every professional budget answers three questions at once: what will this cost, when will the money go out, and where is the risk. Get the structure right and the number takes care of itself.

The four sections every budget has

Budgets the world over follow the same top-level shape, because it maps to how money is controlled:

  1. Above the line (ATL). The creative deals struck before a foot of film is shot: story rights, the writer, the producer, the director, and the principal cast. These are negotiated individually and tend to be fixed.
  2. Below the line (BTL) - production. The cost of actually shooting: crew, camera, lighting and grip, art department, wardrobe, locations, transport, catering. This is the largest and most volatile section, and the one your schedule drives directly.
  3. Post-production. Editorial, sound, music, colour, visual effects, deliverables. Easy to underfund because it happens after the adrenaline of the shoot.
  4. Other - and contingency. Insurance, legal, financing costs, and the contingency line that keeps the whole thing standing when reality arrives.

Top sheet vs detail

The top sheet is the one-page summary: each section as a single total, rolling up to the grand total. It is what an investor reads. Beneath it sits the detail, where every account breaks into individual line items with quantities, units, rates and fringes. A day player is not "cast" on the detail page - it is a specific number of days at a specific daily rate, plus the payroll fringe on top. The discipline is that the top sheet is never typed by hand: it is the sum of the detail, always.

How to build one, step by step

A budget is downstream of two things: your script and your schedule. Build it in that order.

  1. Break down the script. Every speaking part, prop, vehicle, location, stunt and effect is a cost. A proper script breakdown gives you the counts before you price anything.
  2. Schedule the shoot. The number of shoot days is the single biggest driver of a below-the-line budget, because most of it is priced per day. You cannot budget crew, kit or catering until you know how many days you are shooting. See how to schedule a film shoot.
  3. Apply rates. Attach a rate to each line - daily crew rates, weekly kit hire, location fees. Regional and union rate cards matter here.
  4. Add fringes. Payroll taxes, pension, holiday pay and agency fees can add 20 to 30 percent on labour. Budgets that forget fringes are wrong by a department.
  5. Add contingency. See below.

Contingency: how much, and why

Contingency is not padding and it is not optional. It is the acknowledgement that no plan survives contact with weather, illness and the unexpected reshoot. The convention is 10 percent of below-the-line and post costs for a well-planned shoot, rising toward 15 percent for anything ambitious, remote, or effects-heavy. Financiers expect to see it; its absence is a tell that the producer has not done this before.

Common mistakes

  • Budgeting before scheduling. The day count is not a guess you refine later; it is the spine.
  • Forgetting fringes. The single most common way an indie labour budget comes in low.
  • Underfunding post. Sound and colour are where a cheap film starts to look cheap.
  • A contingency of zero. The first bad-weather day erases the illusion.
  • A top sheet typed by hand. The moment it stops being the sum of the detail, it starts lying.
